Routing the Proposal


Routing Form
All external funding proposals must be routed for approval PRIOR to submission. The PI completes the first page of the routing form, accompanied with a proposal narrative or general scope of work (draft is often acceptable) and a budget and budget justification. The routing form should be signed by PI, PI Department Head, College Research Director, and College Dean prior to coming to OUR (Block 14 of the routing form). OUR will get executive approval signatures in Block 15 of the routing form.  Forms can be downloaded here: http://research.latech.edu/resources/forms_downloads.   Contact Beth Free (bfree@latech.edu) if you have problems or questions.

Proposals, notices and letters of intent, etc., MUST be routed for signature approval, ensuring that:

1) college administrators are aware of what the faculty are working on;
2) the project fits with the mission of the university;
3) resources and infrastructure exist to complete the project;
4) university commitments are attainable;
5) the project is in compliance with all federal, state, and university regulations (See Louisiana Tech Policy 7102). 
6) budgets are correct when submitted;
7) Louisiana Tech meets the highest standard of excellence as set forth in Tech 2020.

Waiver Form
If your agency restricts or does not allow indirect costs as a part of the budget, then a waiver form would have to be routed with your proposal for the amount that the agency does not allow. It is very rare that a waiver would be approved for a federal grant, since our federal indirect cost rate is negotiated and predetermined. RFP
It is helpful to route along with your routing form a copy of the routing form, grant guidelines, RFA, BAA, or a weblink to the proposal details. Many errors are avoided when OUR has the opportunity to review the guidelines.

Start Early
Again, start the routing process early! This means a minimum of five days before a proposal is due. At minimum, you can forward routing form by email while you are routing the original routing form. Do not wait until the date a proposal is due to route for approval. You can always route a draft for review and approval while you are polishing the proposal specifics. Please notify OUR if a due date is immediately pending.
